Summary

This position serves as a Navigable Waters Specialist in the Lands and Realty Branch. The salary range given above includes base pay and locality pay, you will also receive a 3.74% cost of living allowance for Anchorage. This allowance is subject to annual review, adjustment and gradual decrease.

This is a term position for which all qualified U.S. Citizens with or without Federal Status may apply and be considered. Appointment to this position will not convey permanent status in the Federal service, and will be for a period not-to-exceed 13 months with possible extension up to a total of 4 years (or longer if approved by the Office of Personnel Management) without re-announcement.

Responsibilities
  • Conduct literature searches; researches and extracts data from publications and manuscripts to be analyzed and included in administrative determinations.
  • Collect basic information, field studies, historical data, and current use information on water bodies and trails/roads.
  • Provide information, either formally or informally, to contacts with state and federal agencies, research groups, public, and Native organizations.
  • Use computers to input and maintain databases, prepare word documents, spreadsheets, and briefing materials.
  • Analyze information to determine land status and prepare administrative determinations.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. To be creditable, this experience must have been for 1 year and equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To be qualified as a GS-09, you must: A) Have one year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of qualifying experience include reading aerial photographs and maps to determine water body characteristics, using Word, Excel, PowerPoint, etc. to create and maintain records, communicate effectively with diverse groups, and understanding the potential for commerce on water bodies by boats. ORB) Have completed 2 years of progressively higher level graduate education leading to a Master's degree, or LL.B. or J.D., if related Ph.D. or equivalent doctoral degree, with major study in a discipline that clearly provided the applicant with the knowledge and skills necessary for successful job performance.; ORC) Have an equivalent combination of specialized experience and education, as described above. To compute this, first determine your education as a percentage of the education requirement and then determine your specialized experience as a percentage; add the two percentages. The total percentage must equal 100% to qualify.
