The primary purpose of this position is to serve as the Senior Law Office Paralegal, in a specialized, multifunction role, performing various legal, office management, administrative and clerical duties in support of the Staff Judge Advocate, staff attorneys, and paralegals assigned to the organization in the fulfillment of the office functions as legal advisors 673 Air Base Wing and the 3rd Wing Commander.

- Serves as a paralegal specialist providing researches legal authority and factual circumstances to prepare correspondence, legal memoranda and other legal documents. Assist with potential litigation support. Reviews, research and prepares written legal opinions for Line of Duty Determinations, Reports of Survey, off-duty employment requests, requests for reimbursement of real estate costs, requests to conduct fundraising events and commercial sponsorship. Reviews contract and utility files to assess legal sufficiency. Reviews environmental assessments, base line surveys and other environmental files for legal sufficiency. Reviews labor law case files and prepares legal sufficiency recommendations and pleadings for filing with administrative agencies. Independently researches, analyzes, evaluates and summarizes substantive information on cases, legal documents, statutes, regulations, other legal sources, and specific legal subjects for precedential or analogous and /or argument.
- Develops goals and objectives that integrate organization objectives. Serves as Division technical advisor in all areas pertaining to the Civil Law Division. Duties encompass a wide range of tasks to include personnel management, conflict resolution, identifying training needs, accomplishing training, manpower utilization and budget management. Establishes policies and procedures for accomplishment of civil law support.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops,modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses and mentors for career progression.
- Manages administrative work in support of the Office of the Staff Judge Advocate (SJA). Serves as Office Manager for the SJA. Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operation of the office. Serves as an administrative liaison between the SJA and the staff.
Occasional travel - Work may occasionally require travel away from the normal duty station on military and commercial aircraft.

GS-0950-11: One year of specialized experience which includes performing various legal, office management, administrative and clerical duties in support of the Staff Judge Advocate, staff attorneys, and paralegals assigned to the agency in the fulfillment of the office functions as legal advisors; supervising, planning, organizing, directing, and exercising control over the activities of a Civil Law Division; supervising the activities of military and civilian paralegals; and providing paralegal assistance in the areas of administrative law, contract law, environmental law, labor law, ethics, and legal assistance. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of federal and state law, military administrative law, legal procedures and the Government Standards of Conduct.
- Ability to communicate effectively, both orally and in writing; ability to advise commanders and supervisors of appropriate legal actions. Ability to prepare correspondence in proper format with supporting authority and documentation and to prepare legal opinions with attorney guidance. Ability to prepare and brief presentations.
- Ability to speak and deal with a wide variety of people. To work effectively and independently as a member of the team.
- Skill to analyze, research and draw meaningful conclusions. Ability to interpret and apply regulatory and procedural requirements to process unusually difficult and complicated transactions; ability to utilize a military legal library and computer resources to perform appropriate research.
- Able to learn and proficiently use a variety of online databases that support the duties of the position, including but not limited to Word, Excel, FLITE, Westlaw and WebLIONS. Ability to maintain and manage filing and suspense systems.
- Ability to troubleshoot hardware and software problems on computer terminals and to determine the best method to correct the issue. Ability to administer use of the local area network and resolve local area network connectivity problems.
